Heavy precipitation over the last seven days have worsened the already dire situation of the hundreds of thousands of uprooted civilians in the territory, as reported by aid agencies.
A representative described the weather overnight as "awful", with precipitation so intense that around 15cm (6in) of water accumulated on the streets.

The health ministry have confirmed that one baby has died from hypothermia and no fewer than 11 other people have been killed in building collapses caused by the harsh conditions.
Further statements suggest a higher fatality count. Authorities said that numerous residential buildings had totally fallen and dozens had sustained partial collapse.
Groups have stepped up deliveries of tents, blankets and garments following the halt in hostilities commenced, but they emphasize there is continues to be not enough aid reaching those in need.
"Officials are operating tirelessly to bring in that aid and to allocate it, but the magnitude of the needs is so enormous that we are faced with thousands of families and minors who are truly suffering every night," stated one official.
